Just thought of sharing my experience on the Government of India's new initiative in passport deliveries and other issues related to passport.
The roll-out of PSK in Bangalore means no more issuance of new passports, Police clearance certificates from the Regional passport center. (There might be more and to confirm you can call them at the Toll Free no. 1800-258-1800 or visit their site www.passportindia.gov.in)
Roughly, you need to do the following to get a PCC (which I did),
Login to the Passport Seva Portal at www.passportindia.gov.in
Register yourself with a username and password
Click on Apply for PCC
Download the form and fill it. (Make sure you have Acrobat reader)
Once you save the form, it should generate an XML file which you need to upload to the site.
Now you should see it generate application receipt number or ARN.
On the Applicant Home - Select the respective ARN and take a print out of it by clicking on the link 'Print application receipt'
Now book your appointment by selecting the ARN again and clicking 'View appointment availability'
Book your appointment for the day. That's it!
There are two PSK offices in Bangalore. One is near Lal Bagh and the other at the outer ring road. Those going to the outer ring road office can take the 500 series bus/volvo and get down at Intel office (It's opposite of Intel, in fact). I'm not sure of the Lal Bagh office but google maps can help along with bmtcinfo.com for BMTC buses to this area.
On the appointment day, go to officer seated at the entrance and get yourself a token. He will ask for your ARN which you took a print out of and your passport.
Now, get inside and be prepared for a lengthy verification process!
As soon as your are in, there is a 'counter' which takes a look at your papers/documents and then direct you to another counter who will check your papers again and generate a Q-number.
The security should let you in to another room where you will need to wait until your Q-number is called.
Once you are called, your documents will be scanned and put online, your photograph will be taken along with your fingerprints.
Next, you will be asked to move to another counter where they will verify the uploaded content and ask you to move to the final counter where the officers will tell you when the papers will be ready. (which depends on a variety of factors)
I know the process was long but believe it or not, I was out in 90 minutes!
The key here is to go through their site and also call the toll free number to get all the required documents ready. The personnel in the PSK site were friendly and courteous and most, if not all are employees of TCS. The last round is tricky and was amusing in a way for me as the govt. officers seemed like they wanted to find a way to deny my application. No complaints anyway!

I'm no expert here but I guess if the Regional passport office in Bangalore has issued your passport and you stay at Bangalore then you should get it quickly else it will take a couple of weeks minimum.
